You'll need to read the protocol documentation, and use one of Microsoft's HTTP objects. Visual Studio 6.0 came with an Internet Transfer Control. MSXML comes with an HTTP object that is supported on Windows NT/2K/XP. And, if your platform and development environment support, I highly recommend grabbing the .NET runtime/SDK, which is entierly scriptable and a free download for 98/ME/NT/2K/XP (but not 95!).

I'm working on a scriptable LJ client for Windows. The client exposes its LJ interface as an ActiveX object through Windows Script.
